The Agreement reads that special cargo is transferred by railway transport in straight-through order without overloading though the territories of the Russian Federation, the Slovak Republic and Ukraine. Crossing of the state border of the Party states by the escort of special cargo and security service, transportation of special cargo through the state borders and arming of the escort security personnel is performed according to the domestic law of each Party.
According to the Agreement, contracts concluded between the respective legal entities of the Russian Federation and the Slovak Republic is a compulsory condition for the transportation of special cargo. The Ukrainian Party supports transit of transport with special cargo through the territory of Ukraine.
